Aircraft's are added to aircraft carriers or airbases. Select airbase and choose Scenario Editor -> Unit actions -> Edit aircraft. Or press CTRL-F6.
Side: US, Filter by -> orion -> P-3C Orion, type callsign if you want and then how many.
